East Bay Greenway: Lake Merritt BART to South Hayward Bart

Construction is beginning soon on sections of the East Bay Greenway in Oakland and San Leandro. See the tabs above for more information about what to expect during construction.
The East Bay Greenway is a regional trail which will link BART stations throughout the inner East Bay. Alameda CTC is the project sponsor and implementing agency for many segments of the East Bay Greenway between the Lake Merritt BART station and the South Hayward BART station. Between Lake Merritt BART and South Hayward BART, the East Bay Greenway will consist of a bicycle and pedestrian facility that will generally follow the BART line for a distance of 16 miles through the cities of Oakland, San Leandro, and Hayward as well as the unincorporated communities of Ashland and Cherryland. The East Bay Greenway will connect seven BART stations as well as downtown areas, schools, and other major destinations between Oakland and Hayward.

East Bay Greenway
Within Oakland, the East Bay Greenway will span 8 miles and connect the Downtown, Eastlake, San Antonio, Fruitvale, Coliseum, Elmhurst, and Stonehurst areas. It will run via East 10th, East 8th, East 12th, and San Leandro Streets and incorporate existing segments along San Leandro Street and the City of Oakland’s East 12th Street Bikeway projects.

The Alameda CTC-led portion of the East Bay Greenway in Oakland is split into two construction packages. The Lake Meritt to Fruitvale construction package will begin construction in early 2027. The 54th Avenue to San Leandro construction package will complete design in spring 2027.

Alameda CTC has also reached out to businesses and residents along the corridor through door-to-door outreach, surveys, mailers, and flyers.
Within San Leandro, the East Bay Greenway Multimodal Project will span approximately 3.5 miles and connect from Downtown San Leandro to the Bayfair area via San Leandro Boulevard and East 14th Street. The portion along East 14th Street is a Caltrans facility (State Route 185).

The East Bay Greenway in San Leandro is split into two construction packages. The San Leandro Boulevard construction package will begin construction in October 2026. The 54th Avenue to San Leandro construction package will complete design in spring 2027.

East Bay Greenway improvements in San Leandro will include:

East Bay Greenway – San Leandro Construction Beginning

Construction of the East Bay Greenway Project to improve safety and access for people walking, biking, and taking transit along San Leandro Boulevard will start in October 2026. Construction will occur on no more than two blocks in a row at any given time in order to reduce construction impacts on the community.

What Crews Will Do

  • Construct protected bike lanes
  • Improve bus stop amenities
  • Repave the road surface
  • Build new and/or reconstruct curbs, curb ramps, and sidewalks
  • Add new street striping and signs
  • Add landscaping and improvements such as benches, trash cans, and bike racks.
  • Update traffic signals at several intersections

What the Public Can Expect

While work is underway, you may notice:

  • Traffic lanes shifted or closed to make room for crews
  • Some sidewalks temporarily closed or rerouted
  • Temporary changes to parking and loading zones
  • Temporary bus stop closures/route detours for AC Transit bus route 28

Access to buildings and pedestrian routes will be maintained throughout construction with temporary routes provided as needed.

Construction Schedule

  • Construction will start in October 2026 and is expected to finish by November 2027. To minimize impacts, construction will occur on no more than two blocks in a row at any given time.
  • San Leandro Boulevard will be reduced to one lane in each direction within active work zones.
  • Work hours are limited to 7 a.m.–7 p.m., Monday–Friday. Work may also occur 8 a.m. –7 p.m. Saturday and Sunday (if required).
  • Information about specific construction locations will be available approximately five days before work begins.

How to Prepare

The safety of the community, workers, and travelers is Alameda CTC’s top priority throughout construction, and our project team is committed to minimizing disruptions. Every effort will be made to reduce inconveniences to residents, businesses, and commuters.

Residents and businesses can plan for work in their area and minimize disruptions to their daily activities by considering the following resources:

  • Watch for notices. Residents and businesses near the project will receive a notice by mail about two weeks before construction begins with project details, work schedule and contact information for who to reach with questions and feedback. Door hangers will also provide notice five days before work begins on each block.
  • Plan for deliveries around construction. Plan for a different delivery date or a different loading zone. For more information or assistance with scheduling, please contact the Alameda CTC Community Outreach Team at EBGWinfo@alamedactc.org or 1-888-642-4555.
  • Plan for temporary parking changes. Some street parking may be temporarily unavailable during construction. No Parking signs will be posted at least 72 hours in advance, giving residents and businesses time to identify alternate parking nearby and avoiding towing. Please leave time to park and walk to your destination.
  • Expect to see construction workers and heavy equipment in the area.

What is the East Bay Greenway Project?

The East Bay Greenway (EBGW) is a regional trail which, when completed, will link seven BART stations throughout the East Bay, as well as downtown areas, schools, and other major destinations, improving safety and connectivity across multiple communities stretching from the Lake Merritt BART station to South Hayward.

Led by Alameda CTC in partnership with local jurisdictions, this transformational project will make it safer and more convenient for people walking, biking, rolling, and taking transit. It will also make it easier to reach BART, downtown areas, schools, and other nearby destinations.

How will the EBGW project benefit the community?

The project will improve safety and access to destinations for people walking, biking, and taking transit. Currently, options for safe and continuous routes for people walking and biking are limited and do not provide separation from vehicle traffic. These conditions can make walking and biking difficult, especially for students, older adults, and lower-income individuals. The region needs more safe and accessible travel options for people walking, biking, rolling, and taking transit.

The project will also improve sidewalks and curb ramps, and enhance bus stops and lighting along the corridor, providing a more comfortable environment for people walking, biking, rolling, and taking transit.

The EBGW will address these gaps in the region’s transportation network by:

  • Improving cyclist and pedestrian network connectivity in communities along the BART line.
  • Improving access to regional transit, schools, downtown areas, and other destinations.
  • Creating a facility that is accessible and comfortable for bicyclists and pedestrians of all ages and abilities.
  • Improving safety for people walking, biking and rolling.
  • Promoting broad and accessible travel options and helping reduce greenhouse gas emissions.

Where is the project located in the City of San Leandro? Where will the improvements be located?

Within San Leandro, the East Bay Greenway will span approximately 3.5 miles, connecting Downtown San Leandro to the Bayfair area via San Leandro Boulevard and East 14th Street.

When will EBGW construction begin in San Leandro? How long will construction last?

San Leandro’s portion of the East Bay Greenway will be constructed in two phases.

The first phase of work along San Leandro Boulevard from the Oakland city limits to East 14th Street will start in October 2026 and is expected to conclude in November 2027.

Construction will occur on no more than two blocks in a row at any given time to minimize impacts to the community.

Construction for improvements along East 14th Street are expected to begin in spring of 2027.

What will crews do?

This project will bring new improvements to San Leandro, including:

  • Installation of protected bike lanes
  • Improved bus stops
  • Repaved road surfaces
  • New and reconstructed curbs, curb ramps, and sidewalks
  • New street striping and signs
  • New landscaping and streetscape features such as benches, trash cans, and bike racks
  • Updated drainage
  • New signal modifications and safety improvements at various intersections

How will construction impact the public?

While work is underway, you may notice:

The project will require some heavy construction including demolition, excavation, pavement markings, and striping. This can result in noise and dust. Alameda CTC will ensure contractor compliance with applicable laws and regulations.

Construction will take place between 7:00 a.m. – 7:00 p.m. Monday through Friday. Work may also occur between 8:00 a.m. – 7:00 p.m. Saturday and Sunday, if required.

Traffic control measures may be in place during construction including temporary lane and sidewalk closures. For the safety of the workers, please reduce speeds, practice caution, and follow posted detour signage.

How will the community be notified about EBGW construction?

Residents and businesses near the project area will receive a notice by mail about two weeks before construction begins with project details, work schedule and information for whom to contact with questions. Door hangers will also provide notice five days before work begins on each block.

How is this project funded?

The San Leandro segment is one part of the full East Bay Greenway Project, stretching from Lake Merritt BART to South Hayward. Alameda CTC has leveraged Measure BB sales tax funds to bring state Active Transportation Program, federal Reconnecting Communities and Neighborhoods, state Solutions for Congested Corridors Program, regional Safe Routes to Transit and Bay Trails, and federal One Bay Area Grant funds to Alameda County to fund the full project.

In Ashland/Cherryland, the East Bay Greenway Multimodal Project will construct 0.3 miles of complete streets improvements along East 14th Street from Bayfair Drive to 162nd Avenue.  These improvements will connect to existing and planned projects along East 14th Street south of 162nd Avenue in Ashland and Cherryland.

Alameda CTC and Hayward are developing concepts that connect the Hayward BART station to the South Hayward BART station through Downtown both on the west side of the BART and Union Pacific tracks as well as pedestrian-scale improvements along Mission Boulevard. The concepts intend to  provide first- and last-mile connectivity to BART stations, address the Alameda County High Injury Network, with minimal impacts to the existing curb lines while providing and  all-ages-and-abilities bicycle facilities.

East Bay Greenway Urban Trail (Phase 2)

A longer-term East Bay Greenway Urban Trail (Phase 2) would construct an off-street regional trail facility in the BART corridor connecting between Fruitvale BART and South Hayward BART, a distance of approximately 13-miles. Phase 2 generally provides the same biking and walking connections as Phase 1, but offers the potential for a linear-park style facility with separate bridges at major street crossings, recreation amenities, and wider, more separated trail facility. Alameda CTC studied and environmentally cleared Phase 2 from 2016-2018. Phase 2 is being pursued on a longer timeframe due to the high-cost and need to acquire right-of-way from Union Pacific Railroad.

Alameda CTC studied two design options as part of prior environmental documents. A rail-to-trail option assumes the abandonment and acquisition of the entire Union Pacific Oakland Subdivision north of Industrial Parkway in Hayward. A rail-with-trail option assumes that the Oakland Subdivision remains an active rail line and right-of-way is acquired to construct a trail in a shared rail-trail corridor. Both options would require Union Pacific to agree to provide necessary ROW and local jurisdictions to agree to own and maintain the facility.
