Maintenance for the East Bay Greenway Between the Coliseum BART Station and 85th Ave (Segment 7A) (R22-0012)

ALONG SAN LEANDRO STREET IN ALAMEDA COUNTY

May 10, 2022 at 11:25 a.m.

The Alameda County Transportation Commission (Alameda CTC) proposes seeking bids from contractors to maintain the East Bay Greenway (Segment 7A) along San Leandro Street between the Coliseum BART Station and 85th Avenue (Project). The Project includes sweeping, weed removal, graffiti removal, striping, pothole filling, painting of fences/railing, repair/replacement of railing and other items as described in the contract documents. A California Class A contractor’s license is required.

This contract will be funded with Measure B funds. As such, the Alameda CTC Local Business Contract Equity Program (LBCE) will apply. The LBCE Program’s goals for construction are 60.0% for Local Business Enterprise (LBE) and 20.0% for Small Local Business Enterprise (SLBE). This contract is not subject to the Disadvantaged Business Enterprise Program.

Express Lanes Toll System Integration & Maintenance Services (R22-0009)

March 21, 2021 at 3:40 p.m.

The Alameda County Transportation Commissions (Alameda CTC) invites you to submit a proposal to design, install, integrate, and maintain an electronic toll system for the I-680 Express Lanes, including a southbound express lane with two segments, extending from Alcosta Boulevard in Dublin to SR-237 in Milpitas, and a northbound lane with one segment, extending from south of Auto Mall Parkway in Fremont to SR 84 in Sunol. The scope of work includes all lane/roadway system equipment and a host system that will transmit fully formed express trips to the Bay Area Toll Authority (BATA) Regional Customer Service Center (RCSC) for processing. Alameda CTC may contract additional toll system integration or maintenance services for other corridors under the resulting agreement. The anticipated performance period is for ten (10) years with options for up to four (4) additional years of service.

This contract will be funded with Measure BB funds or such funds in combination with other local funds. As such, the Alameda CTC Local Business Contract Equity (LBCE) Program will apply. The LBCE Program’s goals for professional services are 70.0% participation by Local Business Enterprise (LBE) firms and 30.0% participation by Small Local Business Enterprise (SLBE) firms. These are goals, not requirements, for the resulting contract and accordingly, firms that do not meet these goals remain eligible for selection as the top-ranked firm. The Alameda County Transportation Commission (Alameda CTC) is seeking a statement of qualifications (“SOQ”) from qualified consultants to provide general and special counsel services for Alameda CTC and Sunol Smart Carpool Lane Joint Powers Authority. The anticipated performance period is three (3) years from July 1, 2022 to June 30, 2025, with options for up to two (2) additional years of service.

Contract(s) will be funded with Vehicle Registration Fee (VRF) Revenue, Measure B, and/or Measure BB funds, or such funds in combination with other local funds. As such, the Alameda CTC Local Business Contract Equity (LBCE) Program will apply. The LBCE Program’s goals for professional services are 70.0% for Local Business Enterprise (LBE) firms and 30.0% for Small Local Business Enterprise (SLBE) firms. Contracts are not subject to Disadvantaged Business Enterprise requirements. The Alameda County Transportation Commission (Alameda CTC) invites you to submit a proposal to provide plans, specifications and estimates (PS&E), permits, right of way acquisitions and utility relocation services for the I-880 Whipple Road-Industrial Parkway Southwest and I-880 Industrial Parkway West Interchanges Project. The anticipated performance period is for an initial period of thirty-six (36) months from August 2022 to August 2025, with options for up to 3 additional years of service.

This contract will be funded with Measure BB funds, or such funds in combination with other local funds. As such, the Alameda CTC Local Business Contract Equity (LBCE) Program will apply. Bond Counsel Services and Disclosure Counsel Services (R22-0005)

The Alameda County Transportation Commission (Alameda CTC) is seeking a statement of qualifications (“SOQ”) from qualified consultants to provide bond counsel services and disclosure counsel services for a series of debt financing transactions related to the Measure BB transportation sales tax program. The result of this SOQ will be to develop a list of pre-qualified firms and also may include selection of the top ranked firm or firms to represent Alameda CTC as bond counsel and/or disclosure counsel on this first Measure BB bond issuance anticipated in 2022. The anticipated performance period is up to five (5) years of service.

Contracts will be funded with Vehicle Registration Fee (VRF) Revenue, Measure B, and/or Measure BB funds, or such funds in combination with other local funds. Underwriting Services (R22-0004)

The Alameda County Transportation Commission (Alameda CTC) is seeking a statement of qualifications (SOQ) from qualified consultants to serve as senior managing underwriter and/or one or more co-managing underwriters for fixed rate debt financing transactions related to the Measure BB transportation sales tax program. The product of the SOQ will be to develop a list of pre-qualified firms and also may include selection of the top ranked firm(s) for Managing Underwriter Services or Co-Managing Underwriter Services for the first Measure BB bond issuance. The performance period will include the time period required to complete the entire process of each upcoming bond transaction related to the Measure BB transportation sales tax program the first of which is anticipated to commence in January 2022.

Transportation Demand Management Coordination Professional Services (R22-0003)

The Alameda County Transportation Commission (Alameda CTC) invites you to submit a proposal to provide transportation demand management coordination services for Alameda CTC. The anticipated performance period is for an initial period of 24 months from July 2022 to July 2024, with options for up to 3 additional years of service.

This contract will be funded in part by the Air District’s Transportation Funding for Clean Air (TFCA) and as such, will not be subject to the Disadvantaged Business Enterprise Program or the Alameda CTC Local Business Contract Equity Program. However, Alameda CTC strongly encourages each proposer to consider the use of disadvantaged, local and/or small business enterprises in its proposal.

Plant Establishment Period along State Route 84 in Livermore (R21-0005)

ON STATE HIGHWAY IN ALAMEDA COUNTY ALONG STATE ROUTE 84 IN LIVERMORE FROM RUBY HILL DRIVE TO JACK LONDON BOULEVARD

May 18, 2021 at 3:00 p.m.

The Alameda County Transportation Commission (Alameda CTC) invites bidders to submit sealed bids for plant establishment work on State Highway in Alameda County along State Route 84 in Livermore from Ruby Hill Drive to Jack London Boulevard.

The Project includes performing an initial site assessment to identify deficiencies and the work necessary to restore the landscaped areas; and thereafter, performing three (3) years of plant establishment work.  The work includes plant replacement, irrigation system repairs and installing two chain link gates.  A California Class A or C-27 contractor’s license is required.

This contract will be funded in part by the CMA -Transportation Improvement Program, and as such, will not be subject to the Alameda CTC Local Business Contract Equity Program. However, as local firms are a vital component of Alameda County’s economy, Alameda CTC strongly encourages each proposer to consider the use of local and small firms in its bid.
