Bond Counsel Services and Disclosure Counsel Services (R22-0005)

The Alameda County Transportation Commission (Alameda CTC) is seeking a statement of qualifications (“SOQ”) from qualified consultants to provide bond counsel services and disclosure counsel services for a series of debt financing transactions related to the Measure BB transportation sales tax program. The result of this SOQ will be to develop a list of pre-qualified firms and also may include selection of the top ranked firm or firms to represent Alameda CTC as bond counsel and/or disclosure counsel on this first Measure BB bond issuance anticipated in 2022. The anticipated performance period is up to five (5) years of service.

Contracts will be funded with Vehicle Registration Fee (VRF) Revenue, Measure B, and/or Measure BB funds, or such funds in combination with other local funds. As such, the Alameda CTC Local Business Contract Equity (LBCE) Program will apply. The LBCE Program’s goals for professional services are 70.0% for Local Business Enterprise (LBE) firms and 30.0% for Small Local Business Enterprise (SLBE) firms. Contracts are not subject to Disadvantaged Business Enterprise requirements. These are goals, not requirements, for the resulting contract(s), and accordingly, firms that do not meet these goals remain eligible for the list of pre-qualified firms and for selection as the top ranked firm or firms.

Underwriting Services (R22-0004)

The Alameda County Transportation Commission (Alameda CTC) is seeking a statement of qualifications (SOQ) from qualified consultants to serve as senior managing underwriter and/or one or more co-managing underwriters for fixed rate debt financing transactions related to the Measure BB transportation sales tax program. The product of the SOQ will be to develop a list of pre-qualified firms and also may include selection of the top ranked firm(s) for Managing Underwriter Services or Co-Managing Underwriter Services for the first Measure BB bond issuance. The performance period will include the time period required to complete the entire process of each upcoming bond transaction related to the Measure BB transportation sales tax program the first of which is anticipated to commence in January 2022.

Contracts will be funded with vehicle registration fees (VRF), Measure B, and/or Measure BB funds, or such funds in combination with other local funds. As such, the Alameda CTC Local Business Contract Equity (LBCE) Program will apply. Transportation Demand Management Coordination Professional Services (R22-0003)

The Alameda County Transportation Commission (Alameda CTC) invites you to submit a proposal to provide transportation demand management coordination services for Alameda CTC. The anticipated performance period is for an initial period of 24 months from July 2022 to July 2024, with options for up to 3 additional years of service.

This contract will be funded in part by the Air District’s Transportation Funding for Clean Air (TFCA) and as such, will not be subject to the Disadvantaged Business Enterprise Program or the Alameda CTC Local Business Contract Equity Program. However, Alameda CTC strongly encourages each proposer to consider the use of disadvantaged, local and/or small business enterprises in its proposal.

Oakland Alameda Access Project - Professional Services for PS&E, Permits, ROW Acquisition, and Utility Relocation (R22-0001)

The Alameda County Transportation Commission (Alameda CTC) invites you to submit a proposal to provide professional services to complete plans, specifications and estimates (PS&E), permits, right of way acquisition and utility relocation services for the Oakland Alameda Access Project. The anticipated performance period is for an initial period of 36 months from February 2022 to February 2025, with options for up to 3 additional years of service.

This contract will utilize federal funds. As such, federal requirements will apply. The Disadvantaged Business Enterprise (DBE) contract goal for this contract is 17.0%.

Plant Establishment Period along State Route 84 in Livermore (R21-0005)

ON STATE HIGHWAY IN ALAMEDA COUNTY ALONG STATE ROUTE 84 IN LIVERMORE FROM RUBY HILL DRIVE TO JACK LONDON BOULEVARD

May 18, 2021 at 3:00 p.m.

The Alameda County Transportation Commission (Alameda CTC) invites bidders to submit sealed bids for plant establishment work on State Highway in Alameda County along State Route 84 in Livermore from Ruby Hill Drive to Jack London Boulevard.

The Project includes performing an initial site assessment to identify deficiencies and the work necessary to restore the landscaped areas; and thereafter, performing three (3) years of plant establishment work.  The work includes plant replacement, irrigation system repairs and installing two chain link gates.  A California Class A or C-27 contractor’s license is required.

This contract will be funded in part by the CMA -Transportation Improvement Program, and as such, will not be subject to the Alameda CTC Local Business Contract Equity Program. However, as local firms are a vital component of Alameda County’s economy, Alameda CTC strongly encourages each proposer to consider the use of local and small firms in its bid.

The Alameda County Transportation Commission (Alameda CTC) invites you to submit a proposal to provide project approval and environmental document services for the State Route 262 (Mission Boulevard) Cross Connector Project. The anticipated performance period is for an initial period of 43 months from October 1, 2021 to April 30, 2025, with options for up to 2 additional years of service.

This contract will be funded in whole or in part by Regional Measure 3 Funds and as such, will not be subject to the Disadvantaged Business Enterprise Program or the Alameda CTC Local Business Contract Equity Program. However, Alameda CTC strongly encourages each proposer to consider the use of disadvantaged, local and/or small business enterprises in its proposal.
