The Alameda County Transportation Commission (“Alameda CTC”) toll ordinance allows for the administration of tolls and enforcement of toll violations on Alameda CTC Express Lanes. The ordinance establishes usage requirements and civil penalties for the evasion of tolls. Alameda CTC’s Express Lanes include the I-580 and I-680 Express Lanes in Alameda County.

Alameda CTC adopted toll ordinance updates at its December 11, 2025 meeting. The updates include changes to the I-680 Express Lane limits and to remove references to Clean Air Vehicle discounts. The amendment was introduced on October 6, 2025 and approved on December 11, 2025.
