Central County Community Connections Plan

The Central County Community Connections Plan (or 4CP for short) aims to make it easier and safer for community members to travel around parts of San Leandro, San Lorenzo, Ashland, Cherryland and Castro Valley that are divided by significant freeway infrastructure. The plan will identify community-prioritized transportation projects, and recommend strategies to advance the highest priority improvements in the near-term.

The 4CP will rely on extensive community engagement to co-create plan recommendations and confirm priorities. Developing the 4CP will occur over three main phases of work, and there will be opportunities for public engagement in each round.

  • Round 1 (Fall/Winter 2025): Confirm needs and prioritize streets for project development through the 4CP
  • Round 2 (Spring 2026): Co-create project ideas and workshop design concepts
  • Round 3 (Summer/Fall 2026): Finalize initial designs for priority projects and share the draft plan and implementation strategy

Plan Goals

The 4CP has five core goals that reflect community feedback from previous planning efforts and are aligned with current county, regional, and state transportation priorities:

  • Facilitate community placemaking

Community voices are at the heart of the 4CP - your ideas and priorities will form the 4CP’s recommendations.

During the first round of public outreach, which closed in Winter 2025, we heard that safety and access were consistently rated the top two most important priorities, especially on streets like Hesperian, Lewelling, and Castro Valley Boulevard, which received significant support for improvements.

Based on that community feedback, the 4CP will focus on advancing project improvement ideas on ten high-need, high-priority corridors. Now we need your help developing design ideas that reflect your preferred improvements for each location!

4CP Outreach Approach

Many of the communities in the 4CP study area have been heavily and disproportionately impacted by the extensive freeway and railroad infrastructure that divides central Alameda County. While many plans and studies have been done nearby over the years, the 4CP focuses on a narrow area that borders multiple jurisdictions to comprehensively identify and advance improvements across jurisdictions.

The 4CP will document community-identified projects through focused technical analysis and extensive stakeholder and public engagement, and develop initial engineering drawings and cost estimates to support the community’s highest priority projects. The final plan will summarize the 4CP planning process and recommendations, and be accompanied by an implementation strategy to ensure communities benefit in the near-term.

Alameda CTC is leading this effort in collaboration with Caltrans thanks to a Sustainable Transportation Planning Grant. Other key stakeholders include the cities of San Leandro and Hayward, the Alameda County Community Development Agency, Alameda County Public Works, AC Transit, BART, and the Hayward Area Recreational District. Alameda CTC is working closely with stakeholders to ensure the 4CP complements other nearby planning efforts currently underway, such as two Community-Based Transportation Plans (CBTP) that Alameda CTC recently funded for the City of Hayward and the area surrounding the Bay Fair BART Station. Local needs and strategies identified by the 4CP may also inform the 2026 Countywide Transportation Plan.

Work began in early summer 2025 and will be complete no later than June 30, 2027, per grant requirements.
