The Alameda CTC intends to retain a consultant or consultant team to provide strategic planning services for the Hayward Downtown Specific Plan. The Project will be jointly managed by Alameda CTC and the City of Hayward, with Alameda CTC providing project administration and City staff overseeing all aspects of the technical work and analysis.
The City of Hayward is currently completing a comprehensive update to its General Plan and is slated to adopt the new plan in July of 2014. The preparation of a Downtown Specific Plan has been identified as a necessary component to achieving the City’s goal of revitalizing and enhancing the Downtown City Center PDA.
- The DBE goal for this contract is 35.0 percent.

The Alameda County Transportation Commission (“Alameda CTC”) is requesting proposals from interested firms currently on the qualified list in the “Multimodal Transportation Planning, Design and Engineering” category of the Sustainable Communities Technical Assistance Program (“SC-TAP”) for the Cities of Albany and San Leandro Parking Management Plans (the “Project”), pursuant to the SC-TAP Statements of Qualifications (“SOQs”) submitted by such firms in response to Alameda CTC RFQ No. A13-0019 (“RFQ”).
This RFP is being advertised to assist qualified prime consultants in locating subconsultants to meet the DBE contract goal. The DBE goal for this contract is 17.0 percent.

I-880/Broadway - Jackson Interchange Improvements Project: Professional Engineering Services for the Project Approval and Environmental Document (PA&ED) Phase (A14-0051)

The Alameda CTC intends to retain a professional engineering services consultant to provide professional engineering services for the Project Approval and Environmental Document (PA&ED) Phase of the I-880 Broadway-Jackson Interchange Project. The project will be implemented by Alameda CTC; however, there will be considerable coordination with project stakeholders including Caltrans and the Cities of Oakland and Alameda. The consultant will serve as Alameda CTC’s implementation and delivery team by providing technical and engineering services, including but not limited to, project management, environmental, hydraulics, traffic analysis, structural, and right-of-way, and other support services as required. The consultant’s team will integrate seamlessly with Alameda CTC’s Project Team which includes Alameda CTC management, Alameda CTC Programs/Project staff, and the Project Controls Team to ensure the successful delivery of the project.
- The goal for this contract is 70.0 percent LBE and 30.0 percent SLBE.
