Port of Oakland Capital Improvement Projects (RFP No. R16-0012)

As part of the Countywide Transportation Plan application process, the 7th Street Grade Separation Project (7th Street GSP), Middle Harbor Road Improvement Project (MHRIP), and Intelligent Transportation Systems and Technology (ITST) Master Plan, collectively referred to as the Port Capital Improvement Projects (the PROJECT), were identified as regionally significant investments for Alameda County and project initiation through the environmental phase is being funded by Measure BB.

The Alameda CTC intends to retain a professional services consultant or consultant team to provide preliminary engineering and environmental services for the PROJECT.

  • The LBCE Program goal for this contract is 70 percent LBE and 30 percent SLBE
  • Mandatory Pre-Proposal meeting date: May 4, 2016 at 1:00 p.m. (Pacific Time) 
  • Proposal due date: May 31, 2016 at 3:00 p.m. (Pacific Time)

Note: All prospective proposers are required to attend the mandatory pre-proposal meeting. It is highly recommended that the individual(s) responsible for the preparation of the cost proposal attend.

Express Lanes System Manager (RFP No. R16-0010)

The Alameda CTC intends to retain a professional services consultant or consultant team to provide coordination support services as the System Manager for the Interstate 580 (I-580) High Occupancy Vehicle (HOV)/Express Lanes project.

The Alameda CTC has been implementing a managed lane strategy in the I-580 and I-680 Corridors to improve travel efficiency and provide reliability in the corridors by providing a new choice to solo drivers to make use of the unused lane capacity in the HOV lanes without impeding the operation of the general purpose lanes. Alameda CTC intends to retain a consultant to provide coordination support services as the System Manager for the Interstate 580 High Occupancy Vehicle/Express Lanes project, which extends from Hacienda Drive to Greenville Road in the eastbound direction and from Greenville Road to San Ramon Road in the westbound direction, and the Interstate 680 Sunol HOV/Express Lanes project, which extends from State Route 84 to SR 237 in the southbound direction and from South Grimmer Boulevard to north of SR 84 in the northbound direction.
