Federal Transit Administration Section 5310 Grant Program

Elderly and Disabled Specialized Transit Program Funding Cycle 2012 Call for Projects

The California Department of Transporation (Caltrans) and the Metropolitan Transportation Commission (MTC) have released a Call for Projects with Federal Transit Administration Section 5310 funding. The Section 5310 Program provides capital grants for vehicles/radios/dispatching software to assist private nonprofit corporations and public agencies (under certain conditions) to provide transportation services for elderly individuals and individuals with disabilities. About $13 million in funding is available for California. There is no local match requirement due to Caltrans using Transportation Development Credits!


Applications are due to the MTC and Alameda CTC on March 11, 2013. To obtain the most current application and instructions, visit the Caltrans website. For MTC Submission guidelines, visit the MTC website.

Alameda County Submission Guidelines

Applicants must submit their applications to the Alameda County Paratransit Coordinating Council (PCC) by 4 p.m. on Monday, March 11, 2013. Note: This is one hour earlier than the MTC deadline.

Submit four copies (unbound and printed double-sided) and an electronic file via email (10 Mb maximum) or on CD/flashdrive of the application, including attachments to:

Alameda CTC is also offering Application Pre-Review. Please strongly consider taking advantage of this opportunity. Even a partially completed application, with placeholders for some attachments, will help us advise you on submitting a winning application. Applications for pre-review are due to Naomi Armenta via email by 5 p.m. on Friday, February 22, 2013.

Coordination of Services Letters

To request a letter verifying coordination from the Alameda CTC:

  • Determine coordination opportunities with other agencies.
  • Compose letters/memorandums of understanding (MOUs) to each other confirming your intention to coordinate and how.
  • Compose a letter to Alameda CTC with a one paragraph description of your agency and any partner agencies, and listing planned coordination.
  • Attach letters or MOUs exchanged between you and partner agencies.
  • Submit to the Alameda CTC by Tuesday, February 26, 2013.

Alameda CTC will return coordination letters by March 4, 2013.

Examples of coordination:

  • Shared use of vehicles
  • Dispatching or scheduling
  • Maintenance
  • Back-up transportation
  • Staff training programs
  • Procurement of services and supplies from funding sources other than Section 5310
  • Active participation in local social service transportation planning process
  • Client trip(s) with other agencies
